Starting 1 January 2026, the Solar Accelerated Transition Action Programme (Solar ATAP) officially opens for applications.
This program is a major step forward for sustainability, offering both homeowners and business owners a smarter way to manage electricity costs in Peninsular Malaysia.
What is Solar ATAP?
Solar ATAP is an enhanced solar program managed by SEDA Malaysia. It allows electricity consumers to install Solar Photovoltaic (PV) systems on their rooftops for “self-consumption.”
The logic is simple: you use the energy generated by your solar panels first. If your panels produce more than you need, the excess is “exported” back to the national grid. In return, you receive bill credits that offset your TNB bill, helping you achieve a “cost-neutral” energy setup over time.
Tailored Solutions: Residential vs. Business
The guidelines categorize participants into 2 main groups to ensure the system remains fair and efficient for everyone:
- For Homeowners (Domestic)
Residential users can install systems based on their electricity phase:
- Single Phase: Up to 5kW capacity.
- Three Phase: Up to 15kW capacity.
- The Benefit: Your excess energy is credited at the Energy Charge rate, providing a direct reduction in your monthly household expenses.
- For Businesses & Industry (Non-Domestic)
Commercial and industrial players have the opportunity to scale up significantly:
- Capacity: You can install up to 100% of your Maximum Demand (capped at 1,000kW or 1MW per account).
- The Benefit: Credits for excess energy are calculated based on the Average System Market Price (or also known as System Marginal Price) (SMP), recorded between 7:00 AM and 7:00 PM.
Understanding the “Fine Print”
To ensure you get the most out of your investment, it is important to understand how the billing credits work:
- Usage-Based Offsets: Credits apply only to the energy component of your bill. They cannot be used to offset fixed charges like SST, KWTBB, or the Automatic Fuel Adjustment (AFA).
- The “Use It or Lose It” Rule: Solar ATAP operates on a monthly reset. If your solar production results in a negative bill, the balance resets to zero for the next month. There are no cash payouts and no carrying forward of surplus credits.
- 10-Year Security: Once your application is successful, you enter a 10-year contract, giving you long-term price stability.
The Road to Going Live: Timeline & Process
Transitioning to solar isn’t instant, but the process is clearly defined in the new guidelines:
- Approval (Approx. 2 Months):Once you submit your application via the eATAP system, SEDA Malaysia targets an approval turnaround of roughly 2 months.
- Implementation (18 Months):From the date of approval, you have an 18-month window to complete the installation, testing, and commissioning of your system.
- Professional Support:Appoint Samaiden (us!) as a Registered PV Service Provider. We will handle the technical drawings and the application for a fee of 50 per kW.
As at 31 December 2025, the Group’s order book stood at RM600.5 million, providing a solid foundation for revenue recognition in the coming financial periods. Backed by a healthy pipeline across CRESS, LSS5+, Corporate Green Power Program and rooftop solar projects, Samaiden remains well-positioned to capture further growth in the renewable energy sector.
